The United states and China on November 15,1999 signed an agreement that would pave the way for China's entry into the Would Trade Organization(WTO).
The agreement was signed by US Trade Representative Charlene Barshefsky and Chinese Minister of Foreign Trade and Economic Co-operation Shi Guangsheng on behalf of their respective governments.
"This is a profound and historic moment in the US-China relations,"said Barshefsky. "This bilateral agreement between the US and China on China's accession to the WTO will help to regularize trade between our two countries, well assist the general reform and opening of the Chinese economy, which has been a hallmark of China's administration."
Barshefsky said the agreement would "help to act as an anchor for the US-China relations which are complex and often fraught with difficulty, and it will provide for the world an additional element of

美国和中国清除贸易壁垒
美国和中国在1999年的11月份15号签定了一分为中国进入WTO铺平道路的合同
合同被美方的贸易代表Charlene Barshefsky和中国的外贸部长兼经济合作的Shi Guangsheng(石广生)作为双方政府代表所签定。‘这是一个在中美关系间激动人心的和历史性的时刻。’Barshefsky说。这个中美双边的合同对中国进入WTO将会帮助规划两国之间的贸易来往，还是一个对中国经济总体的开放和重组很好帮助，也是中国管理的一大特色。
Barshefsky还说过合同会‘将扮演一个锚的角色来帮助固定原来是不稳定和经常充满阻碍的中美关系，同时还将多提供世界一个稳定和繁荣和美好的成员。
Gene Sperling ， 经济顾问， 说对于美国总统Bill Clinton（比尔•克林顿）是一个令彼此满意的交易。

Sperling说
Shi said. Shi也称这个合同是个双赢交易。合同是令彼此满意，同时是一个中国快速进入WTO的指导。
Sperling说在典礼上他已经告诉美国总统交易已经完成。‘总统克林顿许诺我门将会记住我们的努力去做确保中国得到正常的贸易地位，同时我们会和美国议会一起努力完成合同直至最后。‘Sperling说。’我们两国在某些区域还有不同意见，但是通过过去的6天，合同已经充分显示我们两国都愿意为一个更好的两国关系和未来而努力工作‘他也赞扬了Barshefsky是一个聪明谈判家。
中国还是必须要跟其他的主要成员国家（包括欧盟）进行双边协商。但是跟美国的交易是把世界最大的经济团体之一带如全球化交易团体的一个主要步骤。
文件提到双方同意在合同上关于中国市场的条款和条件，包括在工业货物和农业产品和服务的特别义务。合同还强调了双方政府认识到了中国进入WTO所带来的互利性。
另外，文件还提到两国政府已经在保护涉及到市场开放条款上已达到双方同意。
