What do you think of the CET 4&6 and the certificates?

I have been studying English for 12 years, due to my time and effort devoted, and above all my passion for learning English, so now I could say that I have a good command of this language.
However, not every Chinese are so lucky. In fact, some of them spend all their spare time and even waste huge sum of money in learning Eng, they still find it difficulty to listen, speak, read and write, let alone translation, worst of all they become unconfident and somewhat they get to hate learning Eng.
