摘 要
足球运动的发展状况主要表现在普及率和运动水平两个方面。
我国足球的发展是借鉴国外的职业足球俱乐部运行体制，直接发展职业足球，还没有充分完成从群众业余足球向职业足球的过渡，与足球发达国家相比我国足球基础还很薄弱，还没有形成完善的足球发展体系。无论是国外还是国内都已证明，发展足球运动必须注重足球运动的普及工作，良好的普及工作开展是促进国家足球运动水平提高的根本保障。
湖北恩施地区由于自然条件制约，经济发展缓慢，社会一直处于封闭落后状态。随着我国西部大开发的实施，该地区的各项社会事业迎来了向前发展的历史机遇，经济的增长给开展各项社会事业提供了保证，交通状况的根本性改变给社会的交流创造了便利条件，校园体育运动、群众体育活动也开始迈步向前，这一切给该地区的足球运动发展带来强劲动力。
本文通过文献资料、实地考察、专家访谈、问卷调查、数理统计以及逻辑分析等方法，对湖北恩施地区8个县市的1327所学校、89个城镇及2338个乡村的足球运动开展状况和影响因素进行抽样调查，并对数据进行统计分析研究。研究结果表明：恩施地区足球运动尚处于起步状态，水平低，参与人数少，发展极不均衡。恩施地区的足球运动需要发展，也能够发展。发展恩施足球的途径有，一、健全足球管理机构；二、借我国西部大开发机遇寻求上级足球管理机构的支持；三、因地制宜开展学校小型足球比赛；四、发展小城镇群体活动，推动小城镇足球运动发展，使之成为农村和城市之间开展足球运动的纽带；五、发挥高校的人力和智力资源优势，服务地方体育事业；六、送出去学习，请进来传授，通过学习交流培养当地足球教练员和裁判员；七、依托当地旅游资源，吸引大型比赛举办，带动本地足球运动发展。
