请问Borrowing cost 与 interest cost有什么区别

这两个词并不是完全不同的成本概念。
Interest的含义是：
1. money which is charged by a bank or other financial organization for borrowing money.
2. money that you earn from keeping your money in an account in a bank or other financial organization.
borrow的意思是：
to take money from a bank or financial organization and pay it back over a period of time.

可以看出，borrow是借款，借款的成本（Borrowing cost）一般情况就是借款利息的损失，也就是interest cost。有时borrow cost也有可能包含其他的一些成本。但是一般如果是费用的话，用interest cost比较多吧。

borrowing cost主要是与建设资产（很多是自建工程）相关的利息费用支出。根据建设情况一部分资本化一部分费用化。详见HKAS23或者IAS23.
interest cost主要是和金融工具等金融活动的利息费用支出。一般费用化。详见HKFRS16或者IFRS16.
