CCEC is a newly formed organisation under the supervision of State Economic and Trading Commission (SETC), an important Chinese Government department responsible for the reform of state owned enterprises (SOE).

CCEC is given the mission to solve excessive inventory owned by several hundred thousands of SOEs. IBM was called in and helped CCEC set up a membership system, allowing each member the authority to publish, search for product information, and view inventory status.

Users can negotiate and bargain over the Internet, and once an agreement is reached, a contract will be generated automatically and sent to the branch offices for their physical signatures. The contract record will be updated to the database simultaneously. The parties can then seek the CCEC's judgement if any disputes occur.
