创办于1968年，是专为精神障碍患者以及智障人举办的世界大型综合性运动会。1975年以前不定期举办，尔后每四年举行一届，迄今已举办过12届.目前，参加国际特殊奥运会组织的有美国、英国、加拿大、波兰、古巴、澳大利亚、新西兰、日本、新加坡、肯尼亚和中国等150多个国家和地区.

年龄在8岁以上，智商（IQ）在70以下的，不分男女老幼均可以参加特殊奥运会的竞赛活动。
