For example:

The process is that you move a gift from one place TO another place.
By the end of your process, that gift is IN the box.

So, you can have one sentence that "I put my gift into the box".

"TO" just means that something moves toward a direction and the result of the process is not important/sure.

For example:
They throw their tokens to the bucket. (It is not sure that the tokens are in the bucket or not by the end.)
They throw their tokens into the bucket. (It is sure that the tokens are in the bucket by the end.)
