关于consider的一个选择题

这一题做题时应该从哪里着手,这几个短语的区别在哪里,关于consider的用法见的不少,可这是他的什么用法.如果是被动语态的话B D的区别在哪里?请高手指教
这题答案是D,好像是consider sb/sth (as)这个是可以省略的,用与不用一样呀!请高手给解释一下,我再加点分,只求高手

我念了一遍就觉得应该选D

D是be considered to be 的省略，B是be considered as
但是这句话是学生被认为很勤奋，用consider as 语境不适合
要强调的是hard working,是形容词

比如：The Greens are considered as our best friends.
the Greens和friends 不是相同的概念

本句：The students _____ hard-working students.
前后都是students,是相同的概念
所以用be considered (to be)更适合
