可以是he is playing basketball at the moment (表示现在正在做的事)he played basketball at the moment(在那一刻所做的事)

at the moment表示此刻，也可以表示过去的此刻。
如：
A：he had a headact yesterday
B:i know,we were together at the moment

这里played是过去式，而且若用playing的话应该是系动词加playing_

at the moment是此刻的意思

也可以翻译成
He was playing basketball at the moment.这句话的意思是那个时候他正在打篮球。
