农民收入低下，已经成为影响社会稳定的重要因素，城乡收入差距的扩大使农民挣扎在贫困线上，成为社会不安定和政治动荡的根源。农村居民消费增长缓慢，影响整个国民经济的增长态势。所以必须提高农民收入，不断缩小城乡居民收入差距。缩小城乡差距的具体对策有以下几个方面：改革户籍制度，消除二元结构的体制阻碍；统筹城乡经济社会发展，加大农村财政投入，积极推进社会主义新农村建设；提高农业的劳动生产率，转移农村剩余劳动力；教育体制改革；健全社会保障机制。
