应该把ought to 去掉
这句话属于be-型虚拟式的情况 be-型虚拟式是以动词原形表示的，即不管主语是什么人称，动词一律用原型 这一用法又分为三种情况
1.用在decide,decree,demand,order,suggest等动词之后的that-分句中2.用在advisable,desirable,important,necessary等形容词后的that-分句中
3.用在decision,decree,order等名词后的that-分句中
Oct 1 或者Oct 1st
（是我们大学语法书上写的，中学可能不会讲这么细）

用上that的话,这样吧
Our government ordered that the project ought to be finished before Oct 1....

10月一号可以写成Oct 1 或者Oct 1st~!!!

Oct 1th是绝对错误的!

order本身就是下达指示\命令,不用give an order,这纯属是中国式口吻,有点多余~~用done表示完工其实也OK,随你喜欢~
