new concept English 3的语法问题

People ran away to escape the tiger (Wherever) it was seen.
能不能分析下这句的语法结构，where为什么不行？
They didn't really discuss anything,and didn't decide anything!
and 改成or行不行？

后面是个状语从句吧！wherever有无论什么情况下的意思，也有无论哪里的意思，可理解为no matter where。
用and的话，是因为有递进的意思，既没有，也没有的意思，用or两个不是并列关系，有点怪怪的。

wherever有种"无论"的感觉,where应修饰具体的一次事件
应该说They didn't really discuss anything or decide anything

and一般用于肯定句,or一般用于否定句或疑问句．

第二问应该可以改成OR吧……
