number后边干吗要加S，100就是100，不能说失业人口既是100又是101吧。

这应该是表示人口多的意思吧……
正确的应该是：
The number of the unemployed is still increasing.
因为这里的The number of +名词表示什么的数目，不是表具体的人数多少，故用单数！
