act是指议案,在美国很常见的一个词，另一个是bill，一样意思。

3月19日，就像向其他银行提供一样，联邦储备（局）开始向投资性银行提供贷款。这项计划将会持续至少6个月。中央银行所使用的这项权利在联邦储备议案的第十三章有所阐述，但是自从1932年对该议案进行修改后，这项权利并没有被使用过。
