If you want to format a non-system partion you could do following things in windows:
1.right click the icon of the partion
2.select "format..."
3.select the file system you want it be
4.tick the "quick format" option
5.click "start" button
6.finish
If you want to format a system partion which windows had been installed you could do following things:
1.put a bootable CD which contains dos
2.restart your computer
3.enter BIOS settings
4.select the CD-ROM to be the first boot device
5.save and exit BIOS settings
6.then the dos will start
7.input format c:/q then press enter to quickly format partion C
or you can quickly format other partions by the command "format x:/q"
X means the letter of the partion you want to format
