就业是民生之本、稳定之基、发展之源。就业问题，是经济全球化背景下世界各国面临的一个共同问题。特别是进入二十一世纪以来，经济全球化、知识化浪潮的冲击力不断加强，就业和失业已成为左右经济增长点重要因素之一。在当前我国改革开放正向纵深发展的重要时期，如何有效解决日益严重的就业问题，关系到人民生活水平的不断提高和我国的改革、发展与稳定。因此，这不仅是一个重大的经济问题，同时也是一个重大的政治问题，对于我国加快社会主义现代化建设步伐，全面建设小康社会至关重要。这意味着政府在实现责任政府和服务政府的进程中，在实现“十一五”规划经济和社会可持续发展时，促进就业已经成为一个重要的历史责任。
目前，我区劳动力总人口2.3万左右，已就业人数约1.3万，只占劳动力总人口的56％左右，说明有近一半的劳动力人口处于“失业”状态。因此，其中一批大年龄、低技能者居高不下，无法胜任岗位。加上一大批外来人员大量涌入，工作难找，生活拮据，向政府申请低保补助的矛盾日益激化。政府虽然制定了一系列相关政策，但是具体部门在具体落实过程中未能做到位，措施不到位、宣传不清楚，相关部门没有正确把握政策取向，使得人员的就业保障未能得到整体改善。本文试通过纵观国内外劳动力就业问题的现状，对泖港镇劳动力就业问题中存在的问题进行探索和研究，加强服务、规范劳动用工，解决企业在劳动保障方面存在的问题，把促进就业放在首位，切实解决失业人员的就业保障问题，为促进社会和谐创造有利条件，使我区劳动就业、社会保障事业得到新的发展。
