一，14：28表示是下午，不需要PM
二，14：28不是三点差2分，离三点超过半个小时，用to 3不合适
三，直接说：fourteen twenty eight就可以了。你也可以说2:28PM，但是请不要说32 to 3

It's two minutes to two thirty.
It's two minutes to half past two.

Two to Three/ Two twenty eight/ Twenty eight past two

It's two twenty eight PM.
It's two minutes to two thirty PM.
It's two minutes to half past two PM.
