当陈述部分是祈使句时，疑问句要根据语气来表达

此处see to it that是固定词组，要看作一体，意思为“确保”，如果你要用B，就等于拆开了这个固定词组，对see进行反义疑问了，显然是不行的。
第二题
第一空填when没有问题。第二空如果用that，看似可以读通，其实不能回答上面的问句，所以还是用定语从句when。
