财务公司是以加强企业集团资金集中管理和提高资金使用效率为目的，为企业集团成员单位（以下简称成员单位）提供财务管理服务的非银行金融机构。
2、成立财务公司的条件
凡在中国境内设立财务公司，应当报经中国银行业监督管理委员会（以下简称银监会）审查批准。
申请设立财务公司的企业集团（母公司），应具备以下条件：
（一）符合国家产业政策并拥有核心主业。
（二）申请前1年年末，注册资本金不低于8亿元人民币。
（三）申请前1年年末，按规定并表核算的成员单位资产总额不低于50亿元人民币，净资产率不低于30%。
（四）财务状况良好，申请前连续2年年末按规定并表核算的成员单位营业收入总额均不低于40亿元人民币，税前利润总额均不低于2亿元人民币。
（五）现金流量稳定并具有较大规模。
（六）成立2年以上并且具有一定的企业集团内部财务管理和资金管理经验。
（七）具有健全的公司治理结构，无不当关联交易。
（八）资信良好，申请前连续2年内无不良诚信记录，未发生违法违规行为。
（九）入股资金来源真实合法，不得以借贷资金入股，不得以他人委托资金入股。
（十）银监会规定的其他审慎性条件。
