用whether不行。来不来不需要记忆吧？而且还是过去时，表明他已经来了，都来了，还问是否来？明白了没有？

whether是是否的意思，一般于not连用

因为whether引导从句，从句必须要有完整的成分，所以主语he不能省略，若要省略，应借助动词不定式whether to come here
