摘 要
项目管理作为一种有效的管理方法,在各石油企业逐步推开,取得了一定的经济效果。但目前仍存在着许多急待解决的问题,如在项目招投标中规则不完善,缺少透明性,使招投标环节形同虚设;在项目施工管理过程中缺少一个明确的、专业的项目负责人,在出现问题时无人具体负责,使投资控制无法真正落实;在项目管理中不能及时沟通与交流,最后导致某些项目完成后公司无法达到计划目标;在激励约束方面,企业缺少一套针对项目或项目中某个环节的奖励与惩罚制度,这样在某种程度上就约束了成员的积极性。因此完善石油开发企业项目管理方法,提高综合管理效益就显得越来越重要。
本文依据项目管理的基本理论,将结合我国石油开发企业项目管理的基本情况,分析我国石油开发企业项目管理中存在的问题,根据项目管理理论,采用发现问题、分析问题、解决问题的方法对项目的招投标、项目经理、项目投资、项目沟通及人力资源管理等环节进行完善,提出完善方法。
