开皇初，迁授散骑常侍，秘书监。弘以典籍遗逸，上表请开献书之路，曰：
经籍所兴，由来尚矣。爻书肇于庖义，文字生于仓颉，圣人所以弘宣教导，博通古今，扬于王庭，肆於时夏。故尧称至圣，犹考古道而言，舜其大智，尚观古人之象。《周官》，外史掌三皇五帝之书及四方之志。武王问黄帝、颛顼之道，太公曰：“在《丹书》。”是知握符御历，有国有家者，曷尝不以《诗》、《书》而为教，因礼乐而成功也。
昔周德既衰，旧经紊弃。孔子以大圣之才，开素王之业，宪章组述，制《礼》刊《诗》，证五始而修《春秋》，阐《十翼》而弘《易》道。治国立身，作范垂法。及秦皇驭宇，吞灭诸侯，任用威力，事不师古，始下焚书之令，行偶语之刑。先王坟籍，扫地皆书》本既先亡，从而颠覆。臣以图谶言之，经典盛衰，信有征数。此则书之一厄也。
