一道表语从句题,急需解析!

我觉得楼上解释都不对
虽然是选where,但是这里的where所代替的并非是in the USA
个人认为,这里的where所代替的是一种引申的含义,即"在某一方面/状况"做出改变,使其不同.
试着对比这两个句子
1. Soccer is not huge in USA,so that's where(=in the USA) I want to make a difference.
英式足球在美国市场不很好，所以那就是我想要有所作为的国家(美国).
2. Soccer is not huge in USA,so that's where(=in which) I want to make a difference.
which=the fact that soccer is not huge in USA即"英式足球在美国市场不很好"整个主句所表达的现状
翻译为:英式足球在美国市场不很好，所以那就是我想要让它有所改变之处.
我认为第2种解释绝对比第一种更加通顺.
再看一个例子:
She found that she was in a bad situation where she can't do anything she likes.
难道这里的where所指代的不是in which(a bad situation)吗?

此处where 是代替前面提到的USA.

翻译一下就是：当被问到为什么搬到美国去时，他说：“英式足球在美国市场不很好，所以----我可以有所作为。”
明显他后面想说在美国可以有所作为，所以先行词指的是美国这个地方。所以选B

把句子改成陈述就好理解些
make a difference in this place(where)
make a difference for this reason(why)
make a difference 已经是原因了 所以不能为了原因而原因
