前期，我们在获得了税局的口头认可后，开始准备申请两免三减半的申请文件，包括申请书、公司的证照、合同样本、财务报表和验资报告。我于6月初正式向税局管理员提交了申请报告。现在税局管理员告知，目前暂无法进行所得税减免的审批，因为所有的审批过程都将在年度终了后，统一汇算清缴所得税时一并办理。目前我们在进行所得税季度申报的时候可以在申报系统中直接暂免缴纳所得税，等到年度终了后再进行审批过程。
因为考虑到这种情况下，申请所得税减免的时间跨度太长，我公司又属于两免三减半政策过度期间内的企业，我担心将来政策出现变动，影响我们的申请，我特向国税局副局长请示此事。前期我们曾一同与副局长面谈过我公司申请两免三减半政策的事宜，通过沟通，她当时表示认可并支持我们享受该政策。现在对于我的疑虑，副局长局长特向税局内负责所得税政策的人员确认此事，得知所得税减免申请的审批是需要获得市国税局的认可，现在国税局对于两免三减半过渡期间内的企业具体应当怎样申请办理审批，没有最终的确认文件，只要求提交申请资料备案。目前每个季度的所得税申报先直接进行的暂免申报，到年终时一并审批。同时副局长表示，政策不会出现变化，目前很多企业都面临着与我公司同样的问题，税局内部会继续加紧确认过渡期两免三减半认定的操作流程，她仍然认可我们享受两免三减半的税收优惠政策。
所以，目前我公司可以在获利的季度申报时，将所得税直接申报为减免税额，我在后续会加紧跟踪此事，以期尽快获得税局的批准文件。
