One large exception to the overall decline pattern, however, concerns child neglect. Whereas declines occurred first in sexual and then a few years later in physical abuse, child neglect, one of the other major categories of child maltreatment, has not declined. By 2003, substantiated neglect cases were 14% above the level in 1990 although down 7% from a peak in 1992 (Figure 1), making neglect one of the few forms of child victimization that did not show a marked decline for the decade. The trend for neglect may be misleading, however. One analysis suggests that a true, underlying decline in neglect has been masked in recent years by an expansion of definitions and identification efforts (Jones et al., 2006).
