From the top of the hill ( ) the whole city and its surroundings.
A where could be seen
B could be seen
C from which could see
D could see

From the top of the hill where the whole city and its surroundings could be seen. The whole city and its surroundings could be seen from the top of the hill.

From the top of the hill where could be seen the whole city and its surroundings= From the top of the hill where the whole city and its surroundings could be seen .
could be seen是谓语前置。
之所以要把where状语从句前置是为了强调“从山顶上”(from the top of the hill).

WHERE是主语,From the top of the hill 是用来形容where的。
所以选A
