应该是用 Congratulate my sister! 吧
但是Congratulate 要不要加s 呢?
就是应不应该用 Congratulates my sister!

直接用congratulate my sister

congratulate my sister on 后面接什么事情,方面,
意思是祝贺她什么...

英语习惯上不能说 congratulate sb to do sth, 可改说congratulate sb on doing sth
