Certainly, you can always apply for university here as a transfer student. However, the admission openings are much smaller then freshman applicants.
Actually, depending on your major and course of study, the openings for third years university students are normally quite a few. Because the US universities normally take third year transfer students from Junior Colleges and Community Colleges.
You just have to write to the university of your choice and request international transfer student admission application. Sometimes, they do or do not require SAT test scores.
You only need to take ESL courses, if your English is poor or your TOEFL score is low. But if your English is fluent, you should be able to be admitted to normal class studies.
