第一题觉得哪个都不对，whenever引导的应该是状语从句，事态应该是一般现在时，我不认为这应该是分词结构，并且显然不应该是独立主格。如果最后一项是"to be fined"可能就选最后一个
第二题B，Unless，可以理解为only if的意思，就是除非你提供安全证明，本句可理解为“除非你有良好记录，否则就无法贷款。”loan 是贷款
第三题，C，翻译为：人们不但要提防敌人攻击的危险，还要面对严重的食物、衣服、燃料等几乎所有必需品的缺乏。Cope with，面对，解决。cope with the problem, 可以理解为manage to do (to solve the problem)，其他几个选项：As far as目前为止，As long as 只要As soon as:一……就……，带进去语句不通
