加国移民时间问题

请问现在办理加拿大技术移民到底要多长时间，就是从递交IMM0008表到最后确认能否成功，究竟要几年？还有最快要几年，最慢要几年，什么条件最快，什么条件最慢。
另外我是硕士学历，但我的总教育年限是16.5年，学历项能打多少分，我妻子是职业高中毕业，总教育年限是12年，她作为副申请人能否为我加分？

1.申表提交后，一般为2年左右
2.最快的有1.5年的，最慢有近3年的，有家属在加国或有雅思成绩单最快
3.副申请人仅作为当你申办完成后可以和你一起前往加国的依据，无法为你加分
