the discussions 是指的一个讨论会议(meeting),会议中可能讨论许多议题,而不是有好几个会议,所以不用there are.

a thing==going to be discussions

is 与一件事对应，不是与discussions 对应

there is going to be ..中 is 指 to be 后的 动作， 这里的动作只有一个，所以用单数形式。
