be to do sth."约定,注定,计划好,必定要做什么",表示对将来的一种安排,计划。
从but he was taken ill last night看出这种计划是过去的一种计划,故用was to meet.这和后面的 vice-president is going instead的现在进行时态(现在进行时态表示将来)并不矛盾,这是因为:
