too...to 的意思指"过于...而无法..."，这句直译就是“他因过于瘦弱而无法举起这个沉重的箱子。”，流畅一点的中文译法就是“他没力举起这么重的箱子。”

如果要用enough...to,则应该把句子写成这样：
He is not strong enough to lift the heavy box.
他还没强壮得能举起这个沉重的箱子。
