其实只是语序理解的问题，可以把语序动一下，就好理解了
He had no house to live in but a lot of work to do.
=He had no house to live in but he had to do a lot of work.
a lot of work 在这里做do 的直接宾语

Our monitor is the first to arrive
= The first to arrive is our monitor.
to arrive 这里做主语the monitor 的修饰词
