安装时，RGB Rast 是用户级权限，不是所有用户级，安装.NET框架是机器级的，禁用安全策略试一下。

可以手工安装 RGB rast

另外，安装前，可能执行了卸载，有些默认的组件被卸载掉了，检查卸载了什么，装上后，再装 .NET Framework3 。
