如果回来了。

如果不管他在外面的还是已回来 ， 带来的后果是一样的。
就是 He went out.

如果只是陈述，就用过去式；强调对现在的影响用完成时。

He has gone out.

用其他两种时态好像不能准确表达意思

He has gone out. 用现在完成时

他出去了。=顾名思意：他现在已经出去了，所以用现在完成时

如果只是用于口语中 He is out.就可以了

He goes out.
He went out.
He has gone out.
He had gone out.
He is going out.
He was going out.
