现在完成式疑问

这两句话是在字典查到的，可是为什麼要用现在完成式呢？

以说话者的时空背景下，是该理解成「曾经答应过.....」吗？

My dad has offered to pick us up.

I've offered to paint the kitchen in exchange for a week's accommodation.

不是的
曾经答应过 - 是 had offered/had promised

has offered, have offered
就是 说 这 答应 还存在的
你 这样想 就明白 了

例子
- my dad has offered to pick us up, but he is no where to be seen
- my dad had offered to pick us up, but he stopped doing that one week ago

看出 不同 的地方 吗

理解成：已经 的意思
含有过去发生的事对现在造成影响的意思

表示动作在过去发生并延续到将来
