这里有几个我不明白的地方，"offer"在这里应作何理解，“as much as"应如何理解，”Read as much as you can in the new language”这一句正确的理解？全部翻译是什麼意思？

语言教育者总是建议语言学习者；新的语言要尽量多读，每天都要练习，多和说那种语言的人接触，多用新语言翻译，向小孩一样学习语言和新语言一起玩耍。

offer 主动提供的意思
