UC知道一个小小的SAT语法问题

the density of population.
这里的（the more）不是考点，没有划线，但是想请教下大家为什么可以是比较级呢？不应该是最高级的吗？（如果在这上面划线作IE题我一定会选上。。）

这个分句有两套主谓，they have 去掉就通了。
one of the more serious and complex issues 表示“更严重和复杂问题的一种”，这里没有什么值得顾虑的，不要思维定势，看到one of 就想到最高级。中国中学里的英语知识很多都是有问题的。
值得注意的是那个 ...facing urban centers...,这个face用的非常地道。可以说 face the the problem,但是地道用法the problems that face us却没有几个人会用。
