"He's never had to lead people in crisis," Giuliani said. "This is not a personal attack; it's a statement of fact. Barack Obama has never led anything. Nothing. Nada."
He's never had chance to lead people in crisis

He's never had / to lead people in crisis.

To lead people in crisis is what he's never had.

He's never had to lead people in crisis = He has never had to lead people in crisis

never had to - 从来都不需要

Barack Obama has never led anything,我想前面应该是never had lead people in crisis
never had to - 从来都不需要

就是have to.

He has never had to...

to lead people in crisis是动词不定式引导的短语做宾语,这句话也等于He has never had the thing that is to lead people in crisis.
