如果非要说：Have you ever seen it? 说话时对之前发生提的问。所以，现在完成时。

如果现在没有下雨了，那么就是对的。

你有看到吗？可以说‘你知道吗？’ 用的比‘你有看到吗？’多 Do you know?

应该是 it was raining this morning！；have you seen?

It was raining this morning.Did you see that?

活在美国，see本身就有know的意思
you see?就是“知道吗？”的意思

it was raining this morning.没什么问题，过去进行时态。
第二个一般不那样说，常用的说法：it was rained this morning ,did you see it?
因为过去下的雨没有看见，在未来也不可能补偿，所以，不用完成时态，
如果回答，I have not seen it yet,?难道是以后有机会看到今天早上的雨吗？

进行时指的长时间的行为,过去时暗指现在已结束了,仔细体会一下二者的区别
