Be doing 能和do 完全等同吗？

我个人认为可以，而且在现代英语中用be doing 更多。只是be doing 强调状态，而do强调动作。
比如以前梁咏琪有首歌曲中有句歌词”I’ll be loving you.”意思和I’ll love you 完全一样。

所以做题中通常不会同时出现do 和be doing 两个选项。如

但如果选项中有to work可不可以选，而且very hard 副词词组应该修饰动词，所以个人觉得用to work比to be working 更合理。

很简单啊，你自己都说了，be doing 强调状态，而do强调动作。
如果动作是不连续的，就应该用do, 比如 i will call you. 或者 I will see a doctor tomorrow. 在未来会连续发生的，或者表示一种状态就用be doing了，最典型的就是GIGI的 I will be loving you, 我会（一直）爱你。这歌词是GIGI自己写的哦，说明她的英文功底还是不错的。

你说的不对，这里明显用to be working更合理，因为工作是连续的动作，是长期保持的一种状态，也就是说他们（一直）在假装工作。be working也是动词啊，当然可以用very hard修饰。
