上次提问“他是否需要参加这个比赛”用whether怎么翻译，得到的答案是：whether he need to participate in this competition or not? 后来查字典关于whether or not 看到大多数例句都是这样的：
Whether you like the idea or not, I'm going ahead with it.（
无论你是否喜欢这个意见, 我将继续做下去。）那么例句前半句的结构就是我得到的答案的整句话的结构，所以就有些不明白：我要的是问句，而在Whether you like the idea or not, I'm going ahead with it这句中，前半句话并不是问句。而且，whether or not 是：不论，不论如何的意思。和我要翻译的意思也不一致。那么我得到的答案还对吗？为什么？

牵扯到WEATHER就复杂了，WEATHER一般是从句中用的，相当于“是否”
例句中是另一种用法，也就是“不管你是否...我都...”

那句话不符合语法规则，不是个完整的句子，根本不是个问句。
应该译成：Is it necessary for him to participate in the contest?
或者 Does he need to participate in this contest?
