这样比较符合中文的语言习惯。

翻的没问题，be regard as被认为 He was regard ast he fastest people 。。

应该是he was thought to be吧 后面跑得最快表达似乎也不太对

He was thought to be the quickest runner in our school, although he knows nothing about running.

还可以这样表达

be regarded as
