不是。

i don't care 的意思是某事已经发生，但我不介意，我不管它。

i don't mind 的意思是即将发生的事情，我不介意，
e.g. I don't mind what you may think of me.

根据语境的不同可能有所出入

i don't care 表示对某件事莫不关心。
I don't mind 表示对某件事一点也不在意，在语气上i don't care 更强烈点。

差不多,但使用起来却有差别.eg."excuse me ,can i smoke?" no,i dont mind.在这里你就不可以说i dont care.
