首先，在四川地震中，国外记者发现中国的房屋建造问题，存在很多偷工减料的问题。所以即使比较轻微的地震，也会造成比较大的人员伤亡。

其次，就是政府关心的力度不够，没有提前预测和及时采取有效措施。

再次，就是人们的防震常识不够，比如，要躲在有支撑物的角落，不乱跑，不慌张等。
