后面从句是it is the problem of priority，完整句，所以basic不是跟随be做表语形容词或者priority的形容词而是补充描述的副词
是的，【be】动词是不可以修饰副词，但可以接名词--【the problem】呀！
【It is + n】是最基本的句型哇！
因为of+名词相当于形容词，也就是说of priority已经是形容词了，所以只能用副词basically
