What should government do in developing a equal society?

the world is not equal ,from the very beginning.
but what is equal then ?
equal society is the state that most of the people feel satisfied, further more, that means they consider their right in all is equal to all the others in the concept of law.

However,it is only a ideal state. government just tries its best to rich the height.

Laws ang regulations are made to courage the development of the western china, to help the peasants to get out of porperty, to ensure the disabled share all the puplic facilities, and to offer inferior and rare groups aceptable protection.

in this way,those people take consider that they are taken the care from the govenment.thus forms the "equal society".(it's not real equal as when you supply your help you also shows your sympathy, and that is not equal to the others.)
