consignee:the person to whom merchandise is delivered over

receiver:a person who gets something / earphone that converts electrical signals into sounds / set that receives radio or tv signals / (law) a person (usually appointed by a court of law) who liquidates assets or preserves them for the benefit of affected parties

consignee 多用在指具体的接收人，例如收货人、收件人
而receiver多用于指接收物，例信号接收。
