According to site survey of the accident,the working width is 33.5 meters,forty-one sacks of cement with a weight of 2009 kilogrammes（49 kilogrammes per sack) loaded in the hopper,and the hopper weighs 265 kilogrammes,lifted a total load of 2274 kilogrammes.And according to checking out the lifting performance curve in the working instruction of the tower crane,as specified at the point of width 33.5 meters on the curve,the lifting weight should have been a rated value of 1412 kilogrammes,therefore 61% overloading occured from calculation.
